Scope
Develop and implement the energy resource allocation policies and strategies, license energy-related facilities in line with the energy strategy and other relative strategies in the Kingdom, and integrate the public and private sectors to promote the national economy.
Duties
- Receive, review, and assess technically, economically and strategically the applications for allocation of energy resource.
- Receive license applications for development of pipelines, energy resource distribution systems and facilities under the law.
- Create allocation and license booklets in coordination with relative entities.
- Follow up on the implementation of requirements and obligations stipulated in the allocation and license booklets.

Scope
Develop the integrated energy strategy; support the development of strategies and policies through technical and economic methods, tools and models, collect; integrate and revise energy sector related data; operate the sector’s information center; and perform collaborative corporate planning to ensure integration and optimization of tradeoffs towards maximizing the efficacy of the Ministry’s efforts and strategies.
Duties
- Develop comprehensive strategic planning policies for the sector and the integrated energy strategy, ensuring its integration and validation, through validated data, modeling and scenario planning.
- Determine the optimal energy mix in consideration of the policies and strategies of all economic sectors.
- Support the sector’s strategic planning development.
- Conduct studies that provide technical and economic analysis of the various strategies and policies and of energy demand.
- Manage and update databases, facilitate accessibility and use by relevant entities, analyze the technologies necessary for data access and develop business intelligence tools such as dashboards.
- Support decision-making by leveraging business intelligence tools, economic analyses and reports.
- Measure corporate performance of the Ministry through a collaborative approach to maximize the efficiency and efficacy of the Ministry’s projects and programs, including strategic performance relevant to strategic objectives of the sectors.
Development of Local Content, Crisis Management, and Risk
Development of Local Content, Crisis Management, and Risk
Scope
Develop and increase the rate of local content in the energy sector in collaboration with all relevant enities; ensure that the energy sector contributes to increasing local content, creating jobs to develop human capacities, and enhancing the Kingdom’s balance of payments; and identify potential risks and exposures in the energy sector and develop the necessary plans to manage risks and address and respond to potential emergencies and crises in the energy sector.
Duties
- Identify opportunities to increase the local content in the energy sector through working closely with the various ecosystem’s bodies, financial institutions, thinktanks and others.
- Develop businesses and implement a shared methodology to identify transformation opportunities by leveraging the local-content expertise and continuous efforts of the key industrial energy players.
- Manage, align, coordinate, and contribute to long-term planning within the comprehensive local content development strategy throughout the ecosystem.
- Enable and advise energy eco-system organizations on how to achieve the 2030 vision's objectives of improving localization and boost the level of Local content contributions.
- Facilitate the journey of energy sector localization business development and enhance local content ownership through joint exploration of needs and co-generation of opportunities, as well as supporting and contributing to the attraction of investments.
- Identify all risks that may have an impact on the objectives of the energy eco-system, as well as coordinating and reporting back on risk assessments while developing remedies and ensuring business continuity in critical entities.
- Create an integrated system for energy system security, safety, and crisis management, and ensure the existence of contingency plans to mitigate the impact of crises.

Scope
Develop the electricity sector with its various sources (conventional, renewable, and nuclear), advance electricity services so that they’re consumer-centric and protecting consumer rights, strengthen the power grid to incorporate the various energy sources and provide reliable, efficient electricity, work on achieving financial sustainability for the sector, and monitor companies working in the sector in a way that ensures maximum utilization and integration between energy sectors.
Duties
- Determine the electricity sector strategic objectives in line with the energy strategic objectives in the Kingdom and develop the electricity sector strategy in line with the integrated national energy strategy and other related strategies.
- Develop, review, amend a plan for restructuring electricity sector in coordination with the relevant authorities, in light of the approved policies, and oversee its implementation.
- Develop a long-term plan for the electricity sector in coordination with relevant authorities, and oversee its implementation.
- Address government problems and challenges facing operating companies in the electricity sector in order to enable them to carry out their duties.
- Ensure companies working in the power sector comply with relative laws, regulations, and standards, and oversee the implementation of policies and approved electricity sector strategy by licensed companies.
- Set the objectives of the energy mix to produce electricity, provide and update whenever necessary relative forecasts and direction.

Scope
Develop renewable energy policies and strategies for the Kingdom of Saudi Arabia in cooperation and integration with the energy ecosystem, oversee the implementation of the National Renewable Energy Program through the development and implementation of renewable energy initiatives and projects, and work on business development and market studies to ensure optimal use of renewables, enable the renewable energy sector and maximize its economic and social returns.
Duties
- Develop renewable energy policies and strategies in the Kingdom and oversee their implementation, in alignment with the integrated national energy strategy and other related strategies.
- Develop and update the main and executive plans for renewable energy initiatives and projects, follow up on implementation, monitor performance, and ensure alignment with the strategic objectives of renewable energy.
- Develop and tender projects of the National Renewable Energy Program, oversee the selection and securing of proper sites, conduct pre-development and technical studies.
- Develop business development plans and policies and study markets study to enable the renewable energy sector and maximize its economic and social returns.

Scope
Regulate, follow up, and monitor all activities of hydrocarbon utilization, the distribution of dry gas and liquefied petroleum gas for residential and commercial use as stipulated in the law, and the gas station and service center industry.
Duties
- Reviewing and analyzing the plans and activities in the oil and gas industry and taking the necessary action.
- Reviewing and analyzing applications submitted by companies for entering the industries of petroleum products, dry gas, and liquefied petroleum gas for residential and commercial use.
- Reviewing and analyzing applications submitted by companies owning, operating, or seeking to own or operate gas stations.
- Approving technologies and standards related to the measurement of hydrocarbons produced and the processes regarding the standardization of measurement devices.
International Relations and Cooperation
International Relations and Cooperation
Scope
Build and strengthen international strategic partnerships and bilateral relations in the fields of energy, activate the Kingdom’s role in joint committees, coordination councils and international organizations related to the work of the Ministry, analyze and study international business with the aim of supporting the energy sector's preservation of its leading position and achieving the Kingdom's goals.
Duties
- Lead discussions on developing new international opportunities for operators and the private sector in the Kingdom.
- Represent the Kingdom in international organizations, meetings, conferences, seminars and bilateral committees relevant to the Ministry.
- Activate the initiatives and agreements of joint committees and councils.
- Coordinate and follow up on the implementation of international agreements related to international committees and organizations in accordance with the applicable rules.
- Review relevant draft agreements, recommendations and decisions issued by international, Arab or regional organizations.
- Analyze and monitor opportunities for strategic partnership in the field of international energy.
- Analyze short and long-term global market dynamics.
Sustainability and Climate Change
Sustainability and Climate Change
Scope
Provide necessary support in all aspects pertaining to climate change in the energy sector, follow-up on the international policy negotiations pertaining to energy and climate change, and participate in developing clean traditional energy strategies and follow-up on related international initiatives, in addition to developing, following-up on and coordinating environmental laws and policies of the energy sector and monitor the implementation and understanding of the carbon circular economy and promote it.
Duties
- Represent the Kingdom at other regional and international events to ensure the Kingdom’s commitment to climate change conventions and act as the official point of contact in UN conventions on climate change, IPCC, and clean energy initiatives.
- Head the Kingdom’s negotiation expert delegation at relative meetings, conferences, negotiations develop the Kingdom’s negotiation positions and strategies, and follow up on relevant negotiations.
- Coordinate with stakeholders to follow up on the fulfilment of UN 2030 Sustainable Development Goals pertaining to energy and climate change at the national level, and provide necessary reports to the Ministry of Economy and Planning.
- Organize, host, and participate in events and exhibitions at conventions pertaining to climate change and sustainable development to showcase the Kingdom’s roles in said areas.
- Promote cooperation at the Gulf, regional and international levels and build alliances that support the Kingdom’s strategy and direction and help the Kingdom attract relevant investments to the region.
- Participate in developing clean traditional energy strategies, evaluate and follow up on international initiatives on clean energy and climate change, and effectively participate in activities where the Kingdom plays a crucial role in implementing.
- Oversee the implementation of and promotion of the CCE, suggest incentivizing policies and technologies, and follow up on the implementation of relevant initiatives, in coordination with the CDMDNA.
- Conduct and participate in scientific and economic studies that are necessary for developing the Kingdom’s strategies and supporting its climate and sustainability positions and/or that are submitted to relevant organizations and conferences.
- Evaluate and analyze the developments and impact of international climate policies on global oil demand, including policies promoted by UN bodies, government and civil society organizations and think tanks, and international energy and climate initiatives.
- Participate in developing, coordinating, and following up on the implementation of environmental strategies, plans, legislations, and regulations related to the Kingdom’s energy sector.
IT and Digital Transformation
IT and Digital Transformation
Scope
Develop, update, and implement the digital transformation strategy and provide the incubators necessary to implement initiatives and applications; improve information technology infrastructure and manage the Ministry’s Information Technology’s project portfolio using IT project management methodology, while ensuring standardization of assets, lessons learned, monitoring and reporting processes; and managing, evaluating, and improving ministry’s information technology services for internal and external customers.
Duties
- Prepare, develop, periodically review, and implement the digital strategy.
- Oversee the physical and cloud IT infrastructure and set the roadmap and methodologies required for proper integration between applications and services.
- Oversee the planning of Information Technology and Digital Transformation projects.
- Oversee the development and management of business capabilities and digital infrastructure.
