Duties

    Following up on the implementation of relative laws, regulations, instructions, and resolutions within the Ministry.

    Providing legal opinion on subjects referred to the deputyship by the other deputyships and general departments in the Ministry.

    Studying and providing legal opinion on relative drafts laws, regulations, resolutions, and circulars referred to the deputyship.

    04

    Providing legal opinion regarding the implementation of relative laws, regulations, resolutions, and circulars.

    05

    Studying and providing legal advice on and solutions to all grievances and claims to which the Ministry is party or that are related to its work.

    06

    Reviewing all documents that are to be presented to the Minister to ensure its legality.

    07

    Drafting all governance documents, rules, policies, procedures, and regulations in coordination with the relative deputyships.

    08

    Supervising, administratively, and technically, the departments under the auspices of the deputyship and coordinating between them to ensure integration and maximum utilization of available resources.

    09

    Contracting when needed national, regional, and international legal firms to assist the deputyship in carrying out its duties.

    10

    Preparing, reviewing, and providing legal opinion on the contracts, agreements, and MoU’s – whatever they may be named – that the Ministry wishes to enter into, in coordination with relative deputyships.

    Representing the Ministry in front of judicial, quasi-judicial, and arbitrational entities, with all their types and levels or assigning a legal firm and offices it sees fit when needed.

    Representing the Ministry at other government agencies

    Conducting administrative investigation with the Ministry staff when referred for investigation by the authorized official

    Developing or suggesting the legal procedures of any initiative or activity of the Ministry and assessing its legal risks

    15

    Identifying the legal consequences of any changes made to laws or resolutions that may affect the Ministry’s work and providing relative legal advice and solutions.

    16

    Providing legal advice and opinion regarding settlement of disputes between the Ministry and other parties.

    17

    Raising legal awareness and knowledge at the Ministry and its sectors.

    18

    Developing implementing upon approval plans and programs for the activities of the deputyship.

    19

    Coordinating with other deputyships and departments to carry out joint tasks.

    20

    Identifying the performance-enhancing training needs for the deputyship staff in coordination with the Deputyship of Human Resources.

    Developing an operating procedures manual for all relative activities and duties within the deputyship's field of competence.

    Drafting, reviewing, and periodically developing operating standards to measure performance in all activities related to the mandate of deputyship, in coordination with the Department of Institutional Excellence and Follow-Up.

    Updating, organizing, and maintaining files, data, and statistics related to the deputyship's activities and making use of technology in their management.

    24

    Identifying the manpower, equipment, and material needs of the deputyship and working on meeting them.

    25

    Conducting periodical reports on the activities, achievements, and performance suggestions of the deputyship.

    26

    Any other duties that are assigned to the deputyship within its field of competence.
